Let’s be honest here. When Toronto City Council generates or receives a memo, it can never be a secret.
Any organization of more than two people cannot contain secrets, if only because humans are negotiating creatures.
Once you get to a size greater than one hundred (so Toronto City Council qualifies), you will always have an employee who could be described as the most disgruntled, and who will, therefore, take action that will be counter to the organization’s wishes.
If the organization wishes something to be kept secret, then that disgruntled employee will reveal the secret.
They are called Whitsleblowers.
By the way, my Canadian OED defines “Misleading” as “Giving the Wrong Idea”. Where I come from we call that “Lying”.
